The reforms carried out in the country under the management of Mr. Ilham Aliyev, President of the Azerbaijan Republic have been resulting in successful outcomes. In this respect, socio-economic development of the regions has to be particularly underlined. Azerbaijan Rural Investment Project (AzRIP) has remarkable place among the programs adopted and successfully implemented over recent years.

Azerbaijan Rural Investment Project being implemented according to long-term Credit Agreement of USD 21,1 million signed between the Government of Azerbaijan and International Development Association on September, 2004 completed its operations under original project in April 2009 by completing implementation of 340 projects in 21 rayons of 3 zones which aimed at improving households’ access to social infrastructure. AzRIP carried on its operations in 24 new rayons and Nakhchivan zone according to another long-term Financing Agreement of USD 25,48 million signed between the Government of Azerbaijan and International Development Association in the same year for Additional Financing of AzRIP. 160 projects have been completed so far under Additional Financing and it is planned to complete about 250 community projects by the end of the project, i.e. by March 2012. The project is being implemented by the State Agency on Agricultural Credits under the Ministry of Agriculture of Azerbaijan Republic.

Funding for large-scale Second Azerbaijan Rural Investment Project (AzRIP-2) is intended by the International Bank for Reconstruction and Development (IBRD) based on the agreement between the Government of Azerbaijan and the World Bank. Realization of this funding is planned in all rayons of the country including 11 new rayons which are not currently covered by existing economic zones of AzRIP.

While there are environmentally sensitive areas (such as National Parks, State Protected Areas) within new economic zones of the project, AzRIP-2 Environmental Management Plan has been developed to improve decision-making in the selection of community projects. At the same time, this plan provides the framework to address environmental considerations of the Community Projects financed under AzRIP-2.

The coverage and depth of the Environmental Assessment (EA) process required by the World Bank for the Community Projects funded under AzRIP-2 is determined by the specific characteristics of the proposed Community Projects. The EA is an integral part of the process of identifying a potential Community Project proposed by communities, and of designing, appraising, implementing and evaluating it after the implementation.
Environmental Management Plan for AzRIP-2 will be presented to participants during the Environmental Workshops to be held by AzRIP Project Management Unit in Ismayilli, Ganja and Nakhchivan cities on March 10, 11 and 16, 2011. Workshop attendees will include representatives of the Regional Departments of the Ministry of Ecology and Natural Resources, Rayon Executive Committees, regional NGOs, municipalities, communities and other representatives of the civil society.
