The Ministry of Agriculture introduces communities to World Bank’s environmental and social management principles as part of the preparatory work for the initiation of the new joint project with the Bank.
Azerbaijan Rural Investment Project (AzRIP), which is being jointly implemented by State Service on Management of Agricultural Projects and Credits under the Ministry of Agriculture and the World Bank, has begun regional trainings as a preparation for AzRIP-3 phase .
Trainings sessions will start from December 25, 2017 to January 6, 2018, covering Ismayilli, Goygol, Sabirabad, Barda, Masalli rayons and Nakhchivan.
The goal is to introduce rural communities to World Bank's principles while selecting and approving sub-projects within the AzRIP framework.
Although, sub-projects aimed at the solution of direct environmental problems within the framework of Azerbaijan Rural Investment Project are not expected, yet projects like rehabilitation of roads, water lines, construction and repair of various facilities owned by communities, creation of household farms and providing support for their development are being implemented and environmental impacts of these projects are definitely taken into consideration.
AzRIP-3 Environmental and Social Management Framework has certain requirements related to issues like, conducting environmental assessment of proposed small-scale community projects, its compliance with existing environmental-related regulatory acts in Azerbaijan, socio-economic assessment, increasing focus on livelihoods activities, public participation, transparency of information, etc. The framework document also addresses other vital issues like prohibition of child labor, protection of cultural heritage and natural landscapes, proper waste disposal, human health, protection of private property, etc. and provides solutions to above-mentioned challenges.
Azerbaijan Rural Investment Project is one of the three major international projects implemented by the State Service on Management of Agricultural Projects and Credits under the Ministry of Agriculture. So far, 2000 sub-projects have been implemented within the project, benefiting 3.5 million rural population.
Other projects carried out by the State Service include, World Banks’ Agricultural Competitiveness Improvement Project and Complex Development of Rural Areas project jointly implemented by Islamic Development Bank and IFAD.
