First event from the series of Regional Capacity Building Conferences was started in Sabirabad town of Mughan-Salyan zone on April 30, 2013 and brought together about 50 representatives of over 15 communities (Kurgiraghi, Akhiskha, Guruzma, Mughanli, Mayak, Dunyamalilar, Mehrabli, Tazakand, Khojavend, Yeni Garadolag). Opening speeches of the conference was made by AzRIP-2 Deputy Director and Community Development/Capacity Enhancement Manager Gulbaniz Ganbarova and Program Specialist for Mughan-Salyan zone Farida Eminova who emphasized in their speeches the importance of gaining knowledge on community development, sharing experiences and build capacities. Following the film describing the AzRIP operations, sessions were held in parallel groups which targeted to introduce participants with the implemented community projects, with the experience gained and lessons learned during the technical implementation phase.

Group sessions covered the presentations of community members – Asif Maharramov (Community Group leader of Mayak community, Beylagan rayon) on “Community Development and environment” and Faig Mehdiyev (Community Group leader of Alinazarli community, Beylagan rayon) on “Raising community contribution”.

A. Maharramov introduced the community to the conference participants informing that Mayak community has 1325 population and described pre and post mobilization situation in the community. He informed about the environmental problems previously existed in the community – non-treatment of domestic and animal wastes and wastewaters, poor condition of sewerage system and lack of awareness among the community members on this issue. The presenter also talked about the environmental protection activities done after the collaboration with AzRIP-2 – organizing awareness campaign, increased public censure, disposal of wastes by every family in the pits they have dug and organizing regular meetings with intellectual strata in the community. A. Maharramov mentioned that “Road rehabilitation” project funded by AzRIP-2 and successfully completed in the community brought benefit to 3125 people. A. Maharramov emphasized that achievements in the mobilization are directly related with the factors like participation/gathering skills, training and capacity building, ensuring democracy and transparency in all activities, active collaboration with government structures, and integration with other communities, involvement of women in development process, social partnership and cooperation. Talking also about the project operation and maintenance, its environmental impact, sustainability fund, lessons learnt and successes, A. Maharramov finalized his presentation by saying that community development is a process that contributes to gaining new knowledge and skills for solving problems in more democratic manner.

The presenter of the second group F. Mehdiyev provided information about the history of Alinazarli community which is comprised of 2200 people and main occupation of which is animal husbandry and crop production. Community Group leader talked about the “Road rehabilitation” project funded by AzRIP (3100 m total length, 6/4m width, and 1800 m cleaned roadside ditches), about close involvement of community during problem selection, prioritization, explanation and solution and achievements of the operating project. The presenter considered the followings as important factors of community contribution raising methodology: awareness, ensuring transparency, active involvement of akhsakals (elderly wise), intellectuals and women, proper distribution of contribution among community members and benefiting from the involvement of religious community. Positive impacts of matching contribution is reflected in solidarity among the community members, interest in solving their problems, proper use of resources, timely solution of problems, formulating the idea “one for everyone, everyone for one in the community” and active involvement of every single community member in the project. He spoke proudly about the success of the completed project, and the community fund established to contribute for the long-term benefit and sustainability of the gained achievement. He noted that this fund encourages the formation of a sense of ownership over the projects, and that it also plays an important role for project sustainability as well as being a valuable tool to bring people together around their problems. He emphasized that AzRIP brings change not only to the community infrastructures, but also their minds.

Discussions on the presentations followed the parallel group sessions. Outcomes and useful findings of interactive discussions included: partner communities have succeeded in integration; relationships with local authorities have improved; leadership skills are mainly discovered during presentations and speeches; there is high level of ownership and self-reliance in the communities; it is important to learn from past mistakes; presentation skills have improved; active participation of women in community development is important and it is useful to learn the female leaders’ experiences. Community members Shirali Mammadov (Sabirabad rayon, Kurgiraghi community, CG leader), Dilara Kamalova (Akhiskha community, CG member), Abaser Fataliyev (Saatli rayon, Mughanli community, CG leader), Elza Rzayeva (Beylegan rayon, Mayak community, CG member), Gulaya Mammadova (Orangala community, CG leader), Bakhish Bakhishov (Aghjabedi rayon, Husulu community, CG leader), Rizvan Guliyev (Khojavend community, CG leader), Dilara Gasimova (Tazakand community, CG member) and some others asked questions on the presentations. AzRIP facilitators Yenigul Gulmaliyeva, Mammadagha Rustamov, Yegana Mammadova, Ashraf Nasirov also provided information about the results of the group presentations and discussions. The conference was closed by the motivating words of AzRIP-2 Deputy Director and Community Development/ Capacity Enhancement Manager, Gulbaniz Ganbarova after the completion of participants’ conference evaluations.
