The Geographic Information System developed for the Azerbaijan Rural Investment Project, jointly implemented by the Ministry of Agriculture with the World Bank, was presented at the 17th Annual Meeting of the Supreme Body . Ms.Tara Sharafudheen, the World Bank expert said that the Project has been jointly developed with the World Bank to increase the use of infrastructure services for 50 per cent of the rural population and assist those households in rural communities that invest in micro-projects to improve living standards. Geographic Information System reflects all completed sub-projects that have been since 2005 and including the second phase of the Azerbaijan Rural Investment Project. The system that covers 1999 sub-projects in 56 rayons of Azerbaijan was developed as an application (user-friendly interface) and being updated on a regular basis.
“Over the past 12 years, the project has transformed rural areas of Azerbaijan. Now, improved roads, irrigation systems, potable water, electricity network, schools, medical facilities serve for 3.5 million rural population . This is about 70 percent of the total rural population. The Project is being implemented in 56 rayons. Now we are in the process of developing the 3rd phase of the Project . This phase was designed to strengthen the social and economic opportunities of women living in rural areas. I think that this will lead to the diversification of the economy in rural areas and this is a priority of the Azerbaijani government too. " – Tara Sharafudheen .
In his speech, Mr.Rufat Rustamzadeh Chief of State Service for Management of Agricultural Projects and Credits underMinistry of Agriculture of the Republic of Azerbaijan said that this project makes a significant contribution to Azerbaijan's efforts to reduce poverty . The project focuses on providing high-quality rural infrastructure and living facilities to strengthen local businesses. İt was also reported that, of the 3.3 million people benefiting from the project, 51 percent are women. The project also contributed to a decrease in rural labor migration by more than 24 percent. İt was noted that greatest advantage of the Geographic Information System is its transparency. The system provides an opportunity to control state, community and charity revenues, as well increase the competitiveness of communities by monitoring each other's activities, encourage them to develop and implement useful and sustainable projects.
