A meeting with the mission of the World Bank at the Ministry of Labor and Social Protection of Population

A meeting with the mission of the World Bank on preparation of Azerbaijan Third Rural Investment Project, visiting our country was held at the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan.
At the meeting, the minister of labour and social protection of population Salim Muslumov brought to the attention the complex measures taken to create conditions for the efficient employment of labour resources in our country in accordance with the socio-economic policy of the President of Azerbaijan, Mr. Ilham Aliyev. The Minister noted that noted that as a result of the sectoral and geographical diversification of the national economy the creation of new jobs has a permanent character, increasing employment opportunities resulted in drops in unemployment: "Despite the adverse impact of the global economic crisis on the labor market in recent years, flexible and proactive measures at the national level allowed to prevent this impact, maintain stability in the labour market and at the same time increase employment. Particularly in rural areas development of traditional economic activities with the state support and increasing employment opportunities played an important role in solving the problem of urbanization. That is, if earlier there was a stream from villages to cities for work, in recent years, this process has started to be replaced in the opposite direction, i.e. from cities to villages".
The minister gave information about the labour market programs implemented in our country, including the self-employment program, and said that the program contributes to the gradual transition of the underprivileged population from the system of self-employment to the self-employment system, thereby helping to prevent seizure among them and stimulating entrepreneurial activity in them: "The vast majority of the program participants are residents of rural areas and individual farms they created at the expense of the self-employment program cover agricultural areas. This is an active support for reforms in the agrarian sector in the country. The new Law "On unemployment insurance" has been adopted in Azerbaijan, and the unemployment insurance system to be launched in Azerbaijan in the beginning of the next year, will allow expanding the active labour market programs, including the self-employment program, which will lead to the establishment of an unemployment protection system in market conditions. So every year approximately 40 percent of the fund to be collected through the unemployment insurance system will be directed to the self-employment program, and this will ensure that the program will cover many families more than ever before".
Speaking about the cooperation with the World Bank, S.Muslumov stressed that the results of the "Pension and Social Assistance Reform Project in the Republic of Azerbaijan", "Retirement and Social Security Project" and "Social Protection Development Project" jointly implemented in the past period were successful: "Today, in line with the instruction of the President of Azerbaijan Mr. Ilham Aliyev, the use of opportunities arising from cooperation with international financial institutions in the work to expand self-employment program in our country is kept in the attention. Therefore, I think that during the preparation of the Azerbaijan Rural Investment Project, reflection of this issue, especially supporting the development of farms of people who have successfully build their individual farms within the self-employment program could be very significant. It is expedient to take into consideration the three important points in this approach: 1) Small-scale family business through self-employment; 2) relatively large-scale community business within the framework of the rural investment project; 3) the development of middle-sized family businesses through the combined financing of the bank (e.g. EBRD) loans through the self-employment program can greatly contribute to the increase in employment in rural areas. "
World Bank Country Manager for Azerbaijan Naveed Hasan Naqvi underlined the successful experience of cooperation between thr organization that he represents and Azerbaijan in the past, and gave detailed information about Azerbaijan Rural Investment Project. He said that as the previous projects, this project also serves the purpose of supporting the development of social infrastructure in rural areas and agriculture, as well as increasing employment opportunities. N.H.Naqvi noted the issue of supporting the expansion of the self-employment program will also be kept in focus. A Senior Social Development Specialist of the World Bank, co-leader of Task Force on Azerbaijan Rural Investment Project Tara Sharafudhin made a presentation on Azerbaijan Rural Investment Project.
The meeting continued with discussions on the information provided on the presentation and exchange of views on the possibility of cooperation in the relevant areas of the project.
